Emergent risk
AR5 Climate Change 2014: Impacts, Adaptation, and Vulnerability, Glossary, published by the Intergovernmental Panel on Climate Change (IPCC) defines an emergent risk as: ‘A risk that arises from the interaction of phenomena in a complex system, for example, the risk caused when geographic shifts in human population in response to climate change lead to increased vulnerability and exposure of populations in the receiving region.’
